The Skolkovo Institute of Science and Technology is pleased to announce a job vacancy for the following position: Commissioning and Transition Manager.
Skoltech is a recently formed graduate University – a unique international institution polarized around science, engineering and technology – will eventually be home to 200 faculty, 300 post-doctoral researchers and 1,200 graduate students. As a key link in the innovation ecosystem being formed within the context of the Skolkovo Innovation Center, Skoltech will be located on a new campus, which is currently under construction just outside of Moscow.
Reporting to the Senior Project Manager, this position will serve in a critical role in the formation of innovative space for laboratory installations in the new campus, as well as for temporary installations. The Commissioning and Transition Manager will be responsible for managing the East Ring Campus commissioning project efficiency and quality to ensure smooth transition from the construction stage to operations stage.
Primary Responsibilities:
- Under the supervision of the Senior Project Manager and the Vice President for Real Estate and Facilities, and with input from all other Institute departments, define the scope of the commissioning project;
- Develop a detailed work plan and schedule, identifying and sequencing the activities needed to successfully transition from construction to operations stage and determine the resources required to successfully complete commissioning and transition of the Institute to the new campus;
- Implement and execute all commissioning/re-location works, as defined by the approved Project Plan and task list, as may be revised from time-to-time;
- Establish a communication schedule to update the Skoltech community, senior leadership, faculty and other Stakeholders on the progress of the commissioning project and prepare reports as requested;
- Stand-up and operate a Relocation Help Desk throughout the duration of the relocation process to ensure effective and prompt response to the Skoltech community as a whole, resolve problems that may arise during the relocation process, and provide immediate feedback for corrective and preventative action;
- In accordance with the appropriate internal policies and procedures, conduct tenders for the procurement of contractors and services, execute the required contracts and administer/manage them until their successful completion;
- Develop forms and records to document project activities, including documenting lessons learned for future projects, set up files to ensure that all project information is appropriately documented and secured;
- Monitor all budgeted project expenditures and regularly report to management, prepare financial reports and supporting documentation for management;
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project, ensure that the project deliverables are on time, within budget and at the required level of quality;
- Fixed-term employment till the end of 2020 for the period of East Ring Campus commissioning project.

Ideal Experience and Qualities:
Skoltech is seeking an experienced Commissioning and Transition Manager who has at least 5 years of experience with the delivery and commissioning of large-scale, multi-functional construction projects. Experience and demonstrable experience with relocations to newly constructed facilities is a must. Experience in the academic environment is desirable.
The successful candidate will possess the following talent, skills, knowledge and qualifications:
- A Bachelor’s Degree (or higher) in an Engineering discipline from a recognized, leading educational institution, or demonstrated equivalent;
- Demonstrated project management experience with a track record of timely and successful completion
- A good understanding of best practice in project management and sound analytical skills;
- Action and results-orientated; honest and trustworthy; strong work ethic and diligent performer; ability to work cooperatively across an organization with many levels of staff and leadership;
- Attention to detail; sensitivity to various organizational interests; diplomacy; advocacy;
- Self-confidence; resourcefulness; and organizational skills and savvy;
- Ability to maintain composure, dignity, and a sense of humor while creatively and effectively functioning in a work atmosphere of continuously shifting sands and numerous equally important deadlines;
- Ability to work in a start-up environment, under a tremendous amount of uncertainty and stress, being able to feel, appreciate and use the drive of the team is a must;
- Ability to communicate professionally and effectively with a wide range of senior leadership, faculty, students and staff and work effectively in a team environment both in verbal, written and presentation form.
- Advanced PC skills, experience with modern office and communications software, (MS Office Suite).
- As English is the working language at Skoltech the successful candidate will be adept in reading, writing and speaking the English language. Fluency in the Russian language and outstanding writing skills is a must.

The successful candidate will be paid a competitive compensation package commensurate with the important responsibilities of this role in delivering Skoltech Institute’s project plan.
