Location - Lubumbashi, DRC
The Deputy Chief Commercial Officer is responsible for leading sourcing strategies aligned with the strategy and business objectives as well as ERGA’s policy and standards. He/she actively manages a portfolio of goods and services of approximately $600 million together with central and local procurement teams. He/she is responsible for managing Cost of sales, supply risks and quality. He/she actively manages the procurement and contracts teams both on site and at Head Office and acts as the procurement point of contact for internal Senior Management and for key suppliers and partners.
Key Responsibilities:
Ongoing development of organizational procurement strategy and systems and improve processes based on best practices.
Manage and optimize a total spend of approximately $600M per year, including responsibility over Project and Capex investments to increase capacity and expansion of production sites.
Maximize procurement benefits in relation to cost and quality by challenging business needs, bringing market knowledge and negotiation skills.
Support the commercial team and wider asset operations team to obtain best value through existing contracts, optimising opportunities to maximise revenues (generation and service fees) through existing contracts, including Asset Management Agreements, O&M Agreements and OEM contracts.
Develop and support the commercial team to ensure a high standard of commercial and contract management.
Develop and maintain a transparent and auditable decision-making process.
Identify the main stakeholders of Procurement and build up a relationship with these (Senior) stakeholders as a trusted procurement partner.
Liaise with contract users to obtain key supplier performance feedback, develop standards, and ensure supplier accountability, develop, and manage supplier KPI's.
Contribute to bring Procurement to the next level of expertise and practices, in the aim to lead tactical procurement activities (scope of work preparation, vendor selection, contracting, vendor management and contract management) in line with ERG policy and standards.
Contribute to negotiate and roll out negotiations of major spend contracts.
Oversee the Request to Pay process with the support of a local team ensuring process compliance and efficiency.
Regularly provide reports to management (Site and Head Office) about ongoing initiatives and results (i.e. cost reductions, improvement on conditions and other benefits).
Key driver for the implementation of Continuous Improvement plans within the procurement function.
Identify and develop new and innovative sources of supply and production.
Examine, evaluate, challenge, and investigate existing vendor contracts.
Manage the procurement team (15-~20 employees) from Head Office and Site.
Support the planning of major consumables for the operations and guarantee that stock policies are adhered to (zero stock-outs).
Holds proactive and transparent communications, ensuring the right people are informed at the right time. Communication of vision and strategy for accountabilities.
Ensures local government legislation is well understood and abided by and the teams are always updated of any changes occurred from time to time.
Leads in the identification of programmatic opportunities for capital efficiency and productivity improvements for the Function.
Is responsible for managing prices for key consumables and implement strategies in the short and medium term to keep prices under budget.
Articulates the Supply Chain strategy to all subordinates in clear, inspiring terms.
Manage Procurement staff to be able to support the procurement activities, ensuring a high level of leadership, service to business stakeholders and savings delivery.
Assists in identifying training and knowledge gaps and contributes in the development of training interventions.
Plays a mentorship and coaching role.
Ensures that policies & procedures relating to SHE are available and that such policies & procedure comply with applicable legislation.
Provides guidance to the Logistics staff who is responsible for the implementation of policy & procedures at Business Unit level, in respect of the required legal requirements.
Ensures that all subordinate staff are adequately briefed & trained in safeguarding the environment as well as occupational health & safety issues affecting them.
Maintain and manage Local policies, procedures and controls ensuring compliance with ERG policies and procedures.
Ensure timely reporting and closure of any Risk issues related to Procurement domain.
Manage business and operational risks inherent in the business related to procurement activities and market dynamics affecting the sourcing of consumables and other key inputs.
Constantly engage with other functions (Technical, Finance, Legal, Risk and Compliance) to continually reassess the operational risks associated with the role and the business.
Key requirements:
A strong academic profile with significant related experience (> 8 years), of which at least 5 years should have been in a management position with overall responsibility for a procurement/supply chain corporate function.
Master’s degree in Supply chain, Engineering or Business Administration.
Familiarity with mining (or similar) industry exposure would also be advantageous.
Fluency in English and Russian oral and written.
French language would be advantageous.
Exposure to supply chain operations in Central Africa would be advantageous.
Experience with ERP or procurement/supply chain management software.
Analytical mindset, but also creativity to seek, encourage and find non-traditional and out of the box approaches.
