We are looking now for Import and Export Controls Manager to join our Global Trade team.
HPE Global Trade is a compliance function responsible to ensure HPE compliance with all Export and Import laws and regulations of the countries in which HPE operates.
Responsibilities includes:
- Russia BU and GT work closely regarding specific inquires focused on energy companies, transactions, and service requests.
- Monitor local laws and stay abreast of new US/EU sanctions
- Analyse the impact of the sanctions and develop action plans
- Restricted parties analysis to review current lists for reconciliation
- Customer and Partners contract reviews (corp bridge status, corp members, restricted payment terms, etc)
Import
- Review and assessment of Eurasian Customs Union and its regulatory impact on business in Russia
- Review Customs and other local regulations to perform investigations from CIS countries
- Focal point for local HPE Customs Ops escalations from a trade policy consultancy perspective (valuation, country of origin or customs classification)
- CPU Control Audits (central processing unit)
Export
- Support local Sales Operations and Order Management teams to assist with documentation for licensing requirements of Dutch and US Regulations
- Control of required documentation to support export license release process (review, translations and interpretation)
- Military end user reconciliation and APP Calculations (adjusted peak performance)
- Nuclear proliferation screening process process support from due diligence documentation perspective
- Organize and provide physical audits to HPE partners.
Education and Experience Required:
- University degree with emphasis on international trade and customs as well as export control.
- Broker's license and/or 6-10 years of experience in a customs/global trade function.
- Experience in Russian export , import regulation, sanctions, export licensing, government relationship
- Subject matter expert in Russian regulations and Europe, Middle East, and Asia region. In addition, sanction, export licensing requirements and process.
Knowledge and Skills:
- Fluent in Russian & English
- Excellent understanding of national and international trade requirements to align customs/trade function with business objectives.
- Identifies cutting edge analytical tools, models and methods for making key business decisions.
- Strong project management skills, with capability to manage cross functional teams in multiple geographies.
- Strong leadership skills including team-building and conflict resolution and management
- Excellent understanding in developing and managing trade compliance programs.
