Our client – International Mining Company is looking for Customs and Logistics Supervisor
Responsibilities:
- Review Ready to Ship Notices along with Packing List(s) and Commercial invoice(s) from Suppliers, prepare Work Instructions, and submit for signature;
- Ensure that Packing Marking and Shipping Instructions are followed as instructed by Purchase Order;
- Ensure that all cargoes are provided with Storage Conditions and Transportation requirements in arctic zone;
- Ensure that all complicated shipments are closely supervised like Goods under special importation procedures or Heavy Lifts;
- Ensure that all HS Codes are reviewed and approved by Manager;
- Ensure proper customs clearance with required customs Fees, Duties and VAT paid in timely fashion;
- Ensure that all required paperwork such as Packing List, Commercial Invoices, Certificate of Origins as well as any required Customs Union Certificates/Declarations of Conformity, License and/or MSDS etc. are obtained and reviewed for compliance;
- Ensure that both Customs and Logistics Contractors have complete set of shipping documents for proper collection, importation and delivery to Project site;
- Maintain soft and hardcopies of all documents sorted out by Purchase Order reference numbers: Shipping Documents, FCRs, PODs, importation Customs Declarations, and ensures distribution to Finance team;
- Ensure all milestone dates and events are performed by Contractor(s) as instructed by Work Instruction: collection, Importation, delivery to port in Vladivostok or Arkhangelsk, delivery to Pevek, delivery to Project construction site;
- Ensure Forwarders Certificate of Receipts (FCR) are issued and dual signed by Suppliers and Freight Forwarding Companies;
- Ensure that Proofs of Deliveries (PODs) were issued and dual signed by Freight Forwarder and receiving Contractor;
- Assist with assessment of all commercial offers received from Freight Forwarders;
- Coordinate daily activities of Customs and Logistics Coordinators;
- Coordinate activities internally and externally as required by Project: with Buyers, Material Management Team(s), Contractors and others;
- Maintain efficient communication between Buyers, Suppliers, Freight Forwarders, Customs Agents, Receiving Contractor, and materials Team(s) at all stages;
- Take lead in communications with the Project Freight Forwarding Companies and Customs Agents;
- Distribute Cargo delivery status report: Supplier contact person details, collection address, planned delivery place, mode of shipment, planned collection date, actual collection date, expected time of arrival, actual delivery date, actual delivery place, and proof of delivery;
- Ensure KPIs are monitored and all issues are communicated immediately;
- Receive and reviews service completion Invoices from all Logistics and Customs Contractors; submit to Logistics and Materials Manager for approval;
- All information above has to be recorded and updated in shared Access Data Base or any other Company provided IT System;
- Prepare and submit for review and approval Project Logistics Plan cost estimations and annual budgets;
- Prepare Project Cargo delivery plans and detailed scheduling to meet Required On Site (ROS) dates;
- Understand and apply principles of the Continuous Improvement Model;
- Organize and manage the activities of the subordinates, ensuring that employees of Customs and Logistics Group fulfill their job duties, control results of their work, check the status of workplace morale and discipline in Customs and Logistics Group, ensure that subordinates comply with internal work regulations, labor safety rules and regulations, legislative requirements, and Company’s guidelines and regulations;
- Organize and update contracting work, contract preparation and formalization, primary and contractual documentation preparation, ensure and supervise execution of the obligations by the counterparties with regard to the contracts concluded in the areas of activity pertaining to Customs and Logistics Group;
- Ensure safety of Customs and Logistics Group employees during their execution of job duties and provide labor conditions at each workplace in Customs and Logistics Group in compliance with the labor protection requirements;
- Organize training of the employees of Customs and Logistics Group in safe job methods and techniques, take actions to ensure non-admission to work for the employees who failed to pass health and safety trainings and briefings as prescribed;
- Ensure and control the organization and execution of the primary, scheduled and off-schedule safety briefings by the subordinates within the established deadlines;
- Ensure compliance with Health, Safety and Environment (HSE) requirements with relevant support from the subject matter experts;
- In case of any accident happened to an employee during the work period, organize first air for the injured person, inform the manager about the accident;
- Treat with due care the employer’s assets, including the assets of the third parties possessed by the employer, as well as the belongings of other employees;
- Fulfill the job duties in good faith, comply with internal work regulations, labor safety rules and regulations, fire safety regulations, requirements of the present Job Description and other local regulations, orders and instructions of the Company;
- Execute assignments of the Company’s management and immediate superior within the scope of the job duties, without performing functions of other employees.
Requirements:
- Higher education;
- 5+ years of experience in transportation logistics, customs clearance, or similar area;
- 3+ years of experience in Project Cargo management: receiving, temporary storage, issuing to internal users or external Contractors, or similar;
- Working knowledge of typical customs and logistics IT systems;
- Advanced MS Excel user;
- English – Upper-Intermediate+.
